Matt Adams

Senior Grants and Contracts Manager

Matt has more than 16 years of experience in United States Air Force (USAF) contracting and acquisition.

Prior to joining the Institute, Matt was a member of the USAF leadership team, as a Branch Chief and Supervisory Contracting Officer for the Logistics Support Branch in the Business Enterprise Systems Program Office, Air Force Life Cycle Management Center (AFLCMC), Wright-Patterson Air Force Base (WPAFB), Ohio. He led a contracting team of eight personnel who were responsible for the administration and execution of contract actions across a complex set of business enterprise-oriented programs, and performed all pre-award and post-award functions for sole source and competitive acquisitions for IT services with a total annual program budget of $96M. Prior to this assignment, he served as a Team Leader and Contracting Officer in the Global Hawk Program Office, AFLCMC, WPAFB, Ohio, where he served as a Team Leader responsible for a team of contracting specialists supporting a portfolio of complex sensor capabilities and production contracts, totaling $1.1B in total program budget. Matt began his career in 2006 under the Student Career Experience Program as a Contracting Specialist in the Air Force Research Laboratory, WPAFB, Ohio.

In his role at the Meadows Institute, Matt supports the work of the broader Grants and Contracts team by liaising the management and project team staff in coordination of grants and contracts submission across Meadows Institute teams. Matt also collaborates directly with staff, contractors, partner agencies, and stakeholders.

Matt has an MBA, focused on Program Management, and extensive leadership training through the USAF to include University of North Carolina, Kenan-Flagler, Executive Development and Air University Air Command and Staff College.
