Phil Ritter, JD

Phil Ritter earned an B.A. degree with honors in Urban Studies from the University of Maryland, College Park; a J.D. degree from the University of Maryland at Baltimore School of Law; and a Master of Public Affairs from the Lyndon B. Johnson School of Public Affairs at the University of Texas at Austin. He is admitted to the practice of law in Maryland and Texas, and he holds the designation of International Airport Professional (IAP) from Airports Council International and the International Civil Aviation Organization

Phil joined the Meadows Mental Health Policy Institute as founding Chief Operating Officer, before transitioning to his current role as Senior Fellow for Strategic Partnerships. Prior to joining the Institute, he served as Executive Vice President for Government and Stakeholder Affairs at Dallas/Fort Worth International Airport. For many years Phil held legal and executive roles with Texas Instruments Incorporated, including Senior Vice President of Public Affairs with global responsibility for government relations, philanthropy, community affairs and corporate political activities. Prior to joining Texas Instruments, he was on the staff of the Texas Senate Jurisprudence Committee, and an attorney with Sun Exploration and Production Company in Dallas.

Phil currently serves as an elected Trustee of Dallas College. In 2004 he led a successful campaign to secure voter approval for $450 million in real estate purchases and facility construction for Dallas College. He is past Chairman of the Development Board of the University of Texas at Dallas, and past appointee of the City of Dallas to the Dallas Area Rapid Transit Board of Directors and the Regional Transportation Council of the North Central Texas Council of Governments. He served as Campaign Chair and Chairman of the Board for the United Way of Metropolitan Dallas.

Phil owns and manages Ritter Advisory Services, LLC., a consulting firm focused on economic development, education and workforce, advanced technology, and health care. He is presently a Trustee of the All Angels Foundation of Saint Michael and All Angels Episcopal Church, and he lives with his wife Kimberly in Dallas.
