Chief Brian Baxter (Ret.)

Senior Fellow for Public Safety Training

Brian Baxter retired from the Texas Department of Public Safety as the acting chief of the Training Operations Division after more than thirty years with the Department. During his three decades of service, Brian served the people of the State of Texas in multiple capacities including patrol, SWAT, narcotics, and criminal investigations. Brian now serves as the Chief Executive Officer of Force Science, Ltd.

Brian is a combat infantry veteran of the United States Army, a FLETC certified Use of Force Instructor and has graduated from the Force Science Certification Course as well as the Advanced Force Science Specialist Course. He also completed the Northwestern University School of Police Staff and Command#315. Brian holds a bachelor’s degree in criminal justice and a master’s degree in applied psychology.
