Clare McNutt

Senior Vice President for Health System Integration, Center for Health System Transformation

Clare McNutt, PA-C, MSHS, serves as the Senior Vice President for Health System Integration at the Meadows Mental Health Policy Institute and is a nationally recognized leader in behavioral health integration. With nearly two decades of experience spanning clinical practice, care delivery, operations, program design, and health policy, Clare brings a multidimensional perspective to addressing complex healthcare challenges. Her career has been dedicated to advancing integrated behavioral health and scaling evidence-based mental health care across diverse systems of care.

After building a foundation of clinical expertise in emergency medicine and both outpatient and inpatient psychiatry, Clare transitioned into leadership roles where she spearheaded the development and implementation of innovative programs focused on the Collaborative Care Model, readmissions reduction, and value-based care. Her work has influenced behavioral health integration efforts nationwide, delivering scalable solutions that improve access to care. Clare’s contributions to the field have been featured in leading journals such as JAMA and The Journal of General Internal Medicine.

In her current role at the Meadows Mental Health Policy Institute, Clare leads the Health System Integration team, providing expert technical assistance and implementation support to health systems across the country. Additionally, she serves as Affiliate Faculty at Dell Medical School at the University of Texas at Austin and as Assistant Clinical Professor at George Washington University. Clare is deeply committed to promoting equitable access to high-quality, evidence-based behavioral health care, with a special focus on children, aging populations, and underserved communities. She earned her Master of Science in Health Sciences from George Washington University and is currently pursuing her Doctor of Public Health degree at the University of North Carolina at Chapel Hill.
