Don Titcombe

Senior Vice President of Strategic Growth

Don brings 19 years of leadership in social impact across behavioral health, health systems, housing, education, and early childhood development, with deep experience working alongside public agencies, philanthropy, and community partners to design and scale initiatives that improve outcomes for individuals and families.

Prior to joining Meadows, Don served as Associate Director of Early Childhood Initiatives in Harris County, where he helped lead a historic $150 million investment in early childhood programs that reached more than 35,000 children, including expanded supports for child and caregiver mental health. Don also spent eight years in philanthropy as Senior Program Officer at Rockwell Fund, Inc. where he developed and led investments focused on serious mental illness, youth and adult behavioral health, and the mental wellbeing of girls and young women. In addition, Don has held key leadership roles in community collaborations, including chairing the Local Adolescent Recovery-Oriented System of Care and representing local funders on The Way Home Steering Committee, supporting Houston’s nationally recognized homelessness response system.

In his current role, Don advances strategic growth for Meadows Institute, helping expand and strengthen the organization’s partnerships and funded work across government, health systems, and philanthropy. He supports the development of major proposals and multi-year initiatives funded through public contracts and grants, foundation investments, and competitive bid opportunities.
