Frank Webster
Frank has over 25 years of experience in behavioral health, with a diverse background of healthcare financing, integrated care, psychiatric emergency services, and data and health informatics. For over five years, he served as Chief Medical Officer for Behavioral Health at Health Care Service Corporation (HCSC), the parent of BCBS of Texas and several other Blues. His duties at HCSC involved managing an operation of over 800 employees, a direct budget of $100 million per year, and overseeing over $5 billion per year of behavioral health services.
In his role with the Meadows Institute, Frank will collaborate closely with the CMO, Policy, and Impact teams to support and advance our work related to innovative payer engagement, strategic partnerships with payers and clinical systems, the clinical applications of artificial intelligence, and related strategic initiatives. His experience and perspective will leverage the strong work already underway across the Institute, and we are excited to integrate his contributions into existing teams and collaborations.
Frank is Board Certified in General Psychiatry, attended medical school at UT Southwestern in Dallas and residency at UT Health Science Center in San Antonio, and received his Bachelor’s of Science in Psychology from Southern Methodist University.
