Kim Macakiage

Vice President of Finance, Policy, and Implementation 

Kim Macakiage, MPP joined the Meadows Institute with 18 years of experience designing innovative Medicaid programs and financial management leadership. She is passionate about improving health outcomes for vulnerable populations and has a proven track record in value-based care and population health management. Before joining the Institute, Kim was the Senior Executive Director of Quality Improvement at Merakey, a national health and human services provider. She led the development and execution of enterprise-wide quality transformation initiatives across the US. Before that, Kim was the 1115 Medicaid Waiver and Accountable Care Director at Integral Care, a local mental health authority in Texas, where she led the transition from a waiver program to a Certified Community Behavioral Healthcare Clinic (CCBHC) model. Throughout her career, Kim has been a champion of innovative approaches to healthcare delivery, including policy change advocacy and advisory board positions with the National Council’s CCBHC National Training and Technical Assistance Center.

Kim holds a Master of Public Policy from the UCLA Luskin School of Public Affairs and a Bachelor of Psychology from Spelman College. Outside of work, she enjoys spending time with her family in Houston, TX, where she fosters a love for reading and cooking with her two children.
