Kim Phelan
Kim Ware Phelan was born and raised in Beaumont Texas. In 2001, she graduated with a Bachelor’s degree in Speech Communication from the University of Texas at Austin. In 2004, she received her Doctorate of Jurisprudence from Texas Tech School of Law and immediately went to work as a prosecutor for the Jefferson County District Attorney’s office. In 2008, she began her private law practice focusing primarily on the representation of children and parents in CPS cases and juvenile offenders. As President of Mental Health America of Southeast Texas and Executive Director of Inspire, Encourage, Achieve, Kim continues to advocate for underserved individuals, particularly system affected youth and their families. Kim is married to Dade Phelan, who is currently serving as the Speaker of the Texas House of Representatives, and together they have four sons, Ford, Mack, Hank and Luke.
