Roger Guzman

Assistant Director of Professional Development, Health and Public Safety

Roger joined the Meadows Institute with over 15 years of expertise in project and training management. Prior to joining the Institute, Roger was a Senior Project Coordinator for the Caruth Police Institute, where he played a critical role in leading high-impact training initiatives. His career also includes serving as a Project Manager with the City of Dallas Police Department, where he successfully oversaw a range of high-visibility projects.

A retired Gunnery Sergeant from the United States Marine Corps, Roger’s military career included multiple combat and non-combat deployments, where he specialized in Aviation Weapons and Quality Assurance. His extensive experience in managing entry, intermediate, and advanced-level training inspired his passion for education and project management. Transitioning to civilian life, Roger has applied his leadership skills to the field of policing, emergency communications, and public safety.

In his role at the Meadows Institute, Roger is responsible for leading the coordination and implementation of professional development and education courses through the Institute’s Health and Public Safety initiatives. He works closely with internal teams and external partners to manage public safety and emergency personnel training and educational programs and the associated outcomes and impacts on the workforce and the communities they serve.
