Sabrina Blevins

Assistant Director of Health and Public Safety

Sabrina joined the Meadows Mental Health Policy Institute with over ten years of police practitioner, policy development, and implementation experience. Originally from Michigan, Sabrina joined the Dallas Police Department in May of 2013 where she worked for six years in multiple capacities including patrol, street-level narcotics investigations, and fugitive apprehension. Sabrina then joined the Grand Prairie Police Department where she found her passion investigating domestic violence and sexual assault cases. In 2023, Sabrina moved into the nonprofit sector as the Director of Safety & Security for a community health system in Dallas. She has developed police training curricula and has hosted trainings and public safety educational events at the state, regional, national, and international levels.  

In her Meadows Institute role, Sabrina coordinates and leads projects that develop new and strengthen existing mental health alternative and emergency response programs, create and implement 911 reform and 911/988 integration, and build programs for first responder wellness. 

Sabrina currently volunteers as a member of the Dallas Area Rape Crisis Center Advisory Council and holds an Advanced Peace Officer’s license amongst many other law enforcement and police licenses and certifications.
