Scott Donaldson

Vice President of the Caruth Police Institute

Scott joined the Meadows Institute with 25 years of experience in policing and public safety. Prior to joining the Institute, Scott was the Director and Chief Administrator at the Collin College Law Enforcement Academy. Scott has led national and international policing initiatives through his work with the International Association of Chiefs of Police (IACP) Global Policing Division and with the Department of Justice International Criminal Investigative Training Assistance Program contributing to and developing policing strategies and mentorship programs across the globe. Scott served as the Presiding Officer for the Texas Commission on Law Enforcement “Minimum Standards for Training Coordinators advisory committee”, has provided invited testimony regarding legislatively mandated police training, and participated in national and international panels on topics associated with modern policing and law enforcement training.

In his role with the Meadows Institute, Scott leads the Caruth Police Institute (CPI) guiding its organizational direction, daily operations, academic offerings, and external partnerships. Additionally, he is responsible for ensuring CPI meets and exceeds all contract deliverables, managing a high-performing instructional and operational team, and building and sustaining strong cross-system and cross-agency relationships with public safety, policing and law enforcement, first and second crisis response, government, academic, and community partners.

Scott has a bachelor’s degree in criminal justice from Washburn University and a master’s degree in criminal justice from the University of Cincinnati.
