Chief Sean Duggan (Ret.)

Senior Fellow for Public Safety and Community Engagement 

Sean Duggan concluded a distinguished 37-year law enforcement career upon his retirement as Chief of Police for the City of Chandler, Arizona, in January 2024. Throughout his career, he demonstrated a strong commitment to community engagement, officer wellness and resilience, and the advancement of modern policing practices.

He holds both a Bachelor of Science and a Master of Science in Justice Studies from Arizona State University. His executive education includes the FBI National Academy, FBI National Executive Institute, FBI Law Enforcement Executive Development Seminar, and the Naval Postgraduate School’s Executive Leadership Program. He also participated in the FBI Police Executive Fellowship Program, serving with the National Joint Terrorism Task Force at the National Counterterrorism Center in Washington, D.C. 

Duggan has held numerous leadership roles in the law enforcement profession. He served as Chair of the Arizona Criminal Justice Commission, was appointed to the President’s Commission on Law Enforcement and the Administration of Justice, and served on the International Association of Chiefs of Police (IACP) Board of Directors and Executive Board as Vice President at Large.

Since retiring, Duggan has remained active in public safety as a consultant and advisor, helping agencies and organizations advance innovative, effective, and community-focused public safety strategies. He currently serves as a Senior Fellow with the Meadows Mental Health Policy Institute and as a member of the IACP Leaders Advisory Group.
