Stuart Smith

Proposal Director

Stuart brings 25 years of proposal experience, including managing complex, high-volume proposal pipelines. Prior to joining the Meadows Mental Health Policy Institute, Stuart served as Associate Director of Proposal Content Management at Optum, Inc. In this role, he led a team of content managers that developed and managed content for more than 100 products. During his tenure, he introduced a proactive content review process that reduced the subject matter expert burden and improved the quality and usability of proposal materials. He also successfully co-led a seven-month initiative to modernize and align the organization’s content library with best practices and Axios’ Smart Brevity principles. Stuart also brings deep experience with mental health-related proposals, including responding to hundreds of Employee Assistance Program (EAP) and Behavioral Health bids.

In his Meadows Institute role, Stuart leads the Request for Proposal (RFP) effort, proposal development, and funding lifecycle function to ensure disciplined coordination, high-quality submissions, and effective post-award stewardship of non-philanthropic revenue streams. He serves as a strategic partner to program team leads and senior leadership within the Impact team.

Stuart earned his Bachelor of Arts in English from California State University-Fullerton. He lives in Providence Village, Texas with his two adult daughters, Elise and Skye.
