Training & Technical Assistance Professional Support
The Training and Technical Assistance Professional Support (TTAPS) Center is an initiative that provides select grassroots and community-based organizations (CBOs) with training and technical support to strengthen their contracting, procurement, and implementation capabilities. Through this support, TTAPS helps build sustainability and organizational capacity of participating organizations. Participating CBOs must be focused on the overarching goal of the initiative’s, which is to provide community-centered and culturally responsive services, including prosocial, whole-person support to youth in Bexar County, particularly those in traditionally under-resourced areas. The program is a collaboration of the Bexar County Juvenile Probation Department (BCJPD) Mor4Youth project, the Bexar County Continuum of Care implementation effort, and broader county goals to improve public safety and provide individualized support for justice-impacted youth and families.

TTAPS Application Information
Through the TTAPS Center, participating CBOs will receive support with:
- Organizational assessment and strategizing by looking at the organization’s strengths and needs and providing tailored/targeted support
- Intervention (re)design and execution by improving delivery of supportive services so CBOs can maximize the number of youth they can serve in the community
- Establishing streamlined referral pathways for prevention and diversion services
- Capacity-building and training and sustainability planning
- Collaborating, resource sharing, and maximizing community impact
Who Should Apply
This opportunity is for small community-based organizations (CBOs) located in Bexar County that want to grow their capacity and strengthen their impact with youth and families.
You should consider applying if your organization wants to:
- 1. Build stronger youth programs.
- Focus on prevention and diversion programs that keep youth connected to their families, schools, and communities.
- Learn and apply trauma-informed and restorative practices to help young people heal, take responsibility, and build positive relationships.
- 2. Improve your organization’s foundation.
- Strengthen internal systems such as budgeting, program planning, and staff training and prepare for 501(c)(3) status (if applicable).
- Build readiness for grant writing, contracts, evaluation, and long-term sustainability.
- Develop clear policies and procedures that help your organization grow and partner with others.
- 3. Use data to tell your story and show your impact.
- Learn how to track and measure program outcomes effectively.
- Use data to identify what is working and make data-informed improvements.
- Create stories and reports that show your organization’s success and support collaboration across the community.
Participating organizations must:
- Serve youth at risk of entering the juvenile justice system or justice-impacted youth in Bexar County
- Serve youth at risk of entering the juvenile justice system or justice-impacted youth in Bexar County
- Have an annual budget of $250,000 or less
- Actively complete the two-year cohort model

Is there a cost?
This project is funded through the Bexar County Juvenile Probation Department by the Office of Juvenile Justice and Delinquency Prevention and is provided at no cost to participating organizations. Although participation is free, we expect a 2- or 3-year commitment of ongoing participation. Note: frequency of participation decreases incrementally after the first full year.
Who provides the training?
Training through TTAPS is provided by staff from the Meadows Mental Health Policy Institute (Meadows Institute). Independent and nonpartisan, the Meadows Institute works at the intersection of policy and programs to create equitable systemic changes so all people in Texas, the nation, and the world can obtain the health care they need.
Our team of experts consists of mental and behavioral health systems leaders, licensed clinical professionals, evaluation experts, policy analysts, and more. TTAPS will also include engagement with community partners with specialized knowledge and expertise to expand learning and understanding of key concepts.
