Texas Blue Chip Program
SUMMARY – The Texas Blue Chip Program provides no-cost resources that support the mental health of police officers. Resources include counseling and office visits with mental health professionals that can be scheduled anonymously without having to go through Employee Assistance Programs (EAP), Officer Wellness Programs at local police departments, or insurance referrals.
Project Details
The Texas Blue Chip Program was created to address one of the most urgent and underrecognized challenges in policing—the mental health crisis among officers. In the U.S., police suicides consistently outnumber line-of-duty deaths, yet stigma, fear of career repercussions, and lack of confidential resources keep many officers from seeking help. Officers can choose their own provider, receive services at no cost, and be assured that no identifying information is ever shared with their agency. The Meadows Mental Health Policy Institute (Meadows Institute) has operated the program statewide since 2024.
Access to Services
Please present your credentials to the provider to access services. You do not need to present the physical chip to the provider as payment. Keep the chip as an accountability coin pass to another officer, or as a reminder each day that help is available.. Blue Chip services can be provided through telehealth services or in person.

Provider Affiliation
All providers participating in the Texas Blue Chip Program are independent clinicians and are not employees, contractors, agents, or representatives of Texas Blue Chip funders or the Meadows Institute. The State of Texas is responsible for licensing these clinicians, and the Meadows Institute does not independently vet, license, or endorse them.
